For anyone who wants a more hipster build that isn't DD, seismic, EA, RF, or any of the other really strong meta builds but also doesn't want some straight garbage, I present to you my 3.18 HCSSF league start.
This build is designed for the HCSSF environment. I have no idea how it is in SC trade. Probably worse because it's not as zoomy and has too much invested in defenses.
Pros:
-Very easy to achieve high single target DPS
-No uniques needed for boss kills
-Can clear maps from extremely long range
-Excels in narrow corridor type maps
-Fairly tanky - runs determination, grace, tempest shield, defiance banner
Cons:
-Two button build - throwing mines and detonating mines
-You have to aim the mines away from enemies so they become second phase
-Mana can be a real problem
-Poor recovery; no easy sources of regen, unable to use leech/life gain on kill
-Certain encounters which spawn too many tanky adds will make DPS difficult

Levelling I did with lightning trap until switching over to ice spear mines at 38. PLEASE DON'T SWITCH TO ICE SPEAR AT 38, IT'S AWFUL UNTIL YOU GET MERC LAB FOR EXTRA PROJECTILES. Icicle mine is probably the play instead. Realistically you don't need to switch to ice spear until single target DPS becomes a problem for icicle mines, which will probably be somewhere in yellow maps.
The PoB uses only rares and nothing that can't be fairly easily crafted. The weapon, amulet, and gloves are the only pieces that would require real investment, i.e. exalts for lock prefix, catalysts, deafening essences.
5mil DPS with cull, but you'll have to get the cull with some of your own damage rather than mine damage. Can be higher by switching grace for zealotry when fighting bosses. Likewise, swap determination for a purity depending on the boss.
Dying sun is a 75% more dps boost if you can get it. Switching to omni will more than double the build's damage if you manage it.
For invitations you'll probably want more DPS, but there's plenty of room for more DPS. Crit multi jewels, a much better weapon, certain influenced items, etc.
I have tested this build in standard with level 20 ice spear and worse items. All bosses killed with ~3m dps at level 91. In HC, you'll probably want to be 95 since you can pick up jewel nodes by then.
DISCLAIMER: This build is NOT by any means a better league starter than the meta ones. The clear is nowhere near as good as, say, RF inquis. Likewise, the single target DPS is heavily snapshot dependent; you need to manually apply exposure AND a bear trap AND have mines thrown at the right distance while the boss is standing still. Fortunately for us, none of the endgame bosses have legs to walk with and just teleport instead.
P.S. I have no idea how much DPS the tornado adds, but it easily gobbles up 20 projectiles.
