Have lvl 17+ Spellslingers 2. Have Uber Lab Completed 3. Have Conquerer's Efficiency from Act 8 Quest Wings of Vastiri OR lvl 21 Spellslinger in your VD/DD setup 4. Have a -mana cost ring equipped 5. Have the sovereignty wheel + mastery Crafting Gear: All armour is crafted by spamming life / res essences or harvest life crafts until you get similar mods to the gear in the items section Wand is crafted by spamming essences of fear / anger or harvest fire craft
