Act 1
Kill Hillock
Keep fireball in a weapon swap to level it
Level using Freezing Pulse or Stormblast Mine (whatever you feel more comfortable with)
I like to grab explosive trap as well for single target
Level 4 grab Flame Wall, this is pretty strong on its own, just set one down and keep moving.
Level 12 grab Blazing Salvo. link this to Combustion.
Act 2
You can throw in Controlled Destruction with Blazing Salvo + Combustion. Try out different support gems as you level and gain access to them.
Also pick up herald of ash in act 2.
Act 3
You get spell slinger here. Spellslinger/Firewall and Spellslinger/Blazing Salvo/Combustion/Controlled Destruction
If you feel like you're not proc'ing elemental overload enough you can use powersiphon to trigger your spell slinger
If you feel like you need more attack speed, use frenzy to proc spell slinger.
The cast on critical strike / barrage setup is not used until much later when you have your gloves crafted. (essence of horror)
Act 4
Get your golems. Priority here is Lightning Golem (attack speed). Level the ones you arent currently using. At this point you can have two golems, I would recommend Stone golem as the second for now.
Act 5-10
Getting a shield before Act 6 is a good way to get some bonus resists because of the Sanctuary node cluster. Also glancing blows is nice to have early.
Just keep progressing through the content adding in gems similar to the end setup. Fork support is really strong until you get Snakepit, so you may want to consider using that in the Blazing Salvo setup.
You can probably swap to crit when you get to the shadow side of the tree and are able to generate power charges.
If you get a poet's pen early, move your flame wall and wave of conviction there. Set up a spellslinger with either fireball or fire storm, power charge on crit, and inspiration.
Make sure you attach inspiration to whatever you are attacking with (frenzy/power siphon/barrage)
Good uniques to use while leveling:
Poet's Pen (best in slot)
If you are on a super budget you can use Storm Prison wand.
Karui Ward amulet (dex will likely be a problem, so this gives nice bonuses for movement speed/projectile damage/dex)
Goldrim Leather Cap (good alll res)
Theif's Torment ring (all res, life/mana on hit)
Tabula, of course. But just make sure you pay attention to your mana reservations.
Wanderlust Boots (20% movement, immune to freeze)

Other important things to take note of:
You will need two level 21 Spellslinger gems in order to not exceed your mana reservation. You want to have enough mana to summon your golems, and have some breathing room for flame dash.
Sitting around 80 feels more than ok.

The general idea here is to get your attacks per second and spellslinger cooldown to be snychronized as much as possible.
I designed everything around hitting the .33 spellslinger cooldown (which means you can have UP to 3 attacks per second on barrage FULLY buffed, this includes silver flask/frenzy charges/lightning golem/tailwind)
One thing to note here as well in regards to that post. If you have level 21 spellslinger gems, and the 30% Spellslinger Cool Down Recovery helm enchant,
you need 10% Cooldown recovery rate somewhere on your gear (boots and / or belt) to meet the .33 cooldown on spellslinger.
However, if you get 14% Cool down recovery rate on gear, you also reach a new breakpoint for CoC.
You may need to adjust your tree/gear to get more or less attack speed. General rule of thumb, get as close to 3 attacks per second without going over, and you should be fine.
(level 21 Lightning golem is a breakpoint as well, so if youre a bit short on attack speed maybe consider buying a 21/20 lightning golem)
When you do add a Cast on Crit setup make sure you focus on getting accuracy on some items. Getting to 100% hit chance is very important, get as close as you possibly can.
Use abbrasive catalysts on items with high accuracy to get even more.
