In 3.28, Hand of Thought and Motion was nerfed from 5% increased Accuracy Rating per 25 Intelligence to 3%. But thanks to Volatile vaal orbs, we can push it back up to 4%, which is a ~40% dps nerf. The build was utterly busted in 3.27 so now it is merely "pretty good".
Skills:
3.28 gave Static Strike of Gathering Lightning, which is an incredible strike skill.
It has built-in chain so doesn't need melee splash / tribal fury. It also has a casual 96% more damage multiplier at 12 stacks, which is trivial to maintain with jugg attack speed.
Weaknesses ? It's a strike skill, so additional strikes are required to avoid being forced to hug mobs to start dealing dmg. You're forced to use Greater Ancestral Call.
That being said, you can use most melee skills without issue. Some good ones:

Lightning Strike of Arcing: good clear, you can sit in a Breach Fortress and not move an inch for the whole encounter. But impossible to see what's going on. Even worse with the vaal version.

Reave of Refraction: absurd aoe (8.5m+). You can also have a second gem set-up with Vaal Reave + Eclipse + Enhance for even more maximum stages since those apply to all Reave gems. So you get to benefit from an imbued support on your main Reave + vaal Reave increased aoe!

Flicker Strike: it's flicker. Frenzy charges are easy to sustain with Greater Multistrike. Do NOT use Flicker Strike of Power. I don't know why, but unlike normal flicker, you cannot gain more than 1 charge per multistrike attack. This makes power charges impossible to sustain, even with power charge on crit support at max level. I believe the only way to play Flicker Strike of Power on this build is with a Resonating shrine belt.
How is clear?
With Greater Ancestral Call you can stand in the middle of 3 breach and clear far outside your screen because of additional range + chains. Fully juiced Breach maps are around 6 to 7 minutes on average, depending on if there are 2 or 3 tank mods. So I would say that clear is pretty good, but certainly not on the level of KBoC, Herald stacker elementalist, etc.
I avoid using Greater Chain because the chains reach so far that breach bosses / rare can die too early, wasting most of the breach.
Can you do all map mods?

Less effect of flask is very unpleasant.

Reduced aura effect requires swapping a flask suffix because Purity of Fire makes up a large portion of our fire res. (just have another flask in your inventory)

Monsters have % to block attack requires taking the attack mastery.
Can you do all ubers?
Yes but the build is not made for that. You can delete ubers without phases easily, as seen in the showcase, but the others are much less fun. You've no regen and no energy shield recharge . If you want to do ubers, I would use a point on Zealoth's Oath and craft 3% life regen/s on a flask.
Which Specters are you using?
Perfect Spirit of Fortune and Perfect Thunderbird. But it doesn't matter because they instantly die in juiced content, they're here as cheerleaders. I tried every way to make them survive (Farrul specter node, Companionship, AG with Kingmaker for fortify aoe, etc) and they still drop like flies. Specters buffs aren't added in the pob for that reason.
Why are you using Herald of Ash?
It looks super cool when the beam chains with explosion. It honestly does nothing but look pretty but Sublime Vision forbids us from using any other aura so the choices are rather limited.
Why are you using Greater Ancestral Call even though Static Strike of Gathering Lightning can only have 1 beam maximum?"
Strike range + auto target. Play 1 map without it and you'll socket it back faster than you can believe.
Where do you get Fortify from?
Fortify on stun tattoo. It does mean that we don't get fortify in Monsters cannot be stunned maps. If it really matters, you can get an imbued fortify gem.
How are you using Unholy Trinity given that all your flat dmg is lightning?
Foulborn the Blue Nightmare gives lightning as extra chaos, and a single lightning res tattoo gives 6% lightning converted to chaos. We hit very, very fast and lightning damage has a huge range, so resonance will always be up, even in single target scenario (see end of video on some easy ubers).
As to why use Unholy Trinity instead of Invert the Rules, it's because it's a much stronger support. Ignoring res + 35% more damage is disgusting.
In your showcase, why are you running around like a headless chicken at the start?
Trying to find the boss before clearing the map for better altars. Same reason why we start breach after clearing the map.
Gear priority?
Non-perfect clusters > Mageblood > Sublime Vision > Simplex >Forbidden jewels > good helical (mine is garbage) > the rest. I honestly wouldn't play the build without clusters + Mageblood at the very least.
My current chest is missing ~100 ES. Helmet missing 200 ES. A better helical for about 2 mirrors would increase my dps by ~50%.
