The life is lacking, couldn't find a way to bump it higher. Dps-wise looking fine, i guess with such numbers it is possible to freeze non-ubers and maybe it will be benefitial to opt for heatshiver, but then we will need to figure out a proper way to cast hydrosphere and i'm lazy.
It is hard to tell budget, but i guess it is possible to get everything for under 20div at the middle of first week. Possible a lot less if you selfcraft some parts.
