Hello all,
I revived this build in 3.16 from TrollErgoSum's walking simulator video, but since then he has moved on to crystallized omniscience which is way out of my budget this season. All required uniques and cluster jewels can be bought for less than 5C each and total budget is 30C. No special aura or mana management, gems are all base type and not even fully leveled. No 6L required.
In my POB I demonstrate that with extremely unoptimized skill points, the wrong class (you want Elementalist), and terrible rare gear, a decent mapper is still possible on a shoestring budget.
How Cast When Damage Taken cycle works - Flame dash or gloves shock enemies, Herald of thunder deals 250 damage to you with Storm Secret ring, CWDT gem triggers a bunch of skills like wave of conviction and flame surge which hits enemies and lvl 20 fireburst from staff deals all the damage with ignite + added flat spell damage from malachai's awakening helm
Ignite DPS at lvl 60 beginning of Act 8 right now is 35K-50K per second. This is way more than enough to one tick kill everything on the way to maps. Life is 1.8K, 35% phys reduc, CWDT molten shell, res not capped you get the point, pretty shitty but not terrible compared to other chars at this point.
Ignite DPS at lvl 80, in maps 125K-150K. One tick kill all mobs up to T10 yellow maps. Life is 4.5K, defensive layers include max attack and spell block with glancing blow, max ele res, CWDT molten shell, ascendancy choices, Flask piano is helpful, nothing else that special so it can be squishy but mostly due to your own self damage. Avoid no regen mod.
Why is this so easy/cheap to build? Ignite damage is increased by everything - burning damage, fire damage, elemental, damage over time, etc so you can always grab skill points and jewels easily. Your main damage is taking Essence of hysteria which is a 5C essence in 3.18 and transforming a two handed staff (with block chance) to have lvl 20 fireburst and then doing an easy bench craft of some fire damage, or damage over time, etc many prefix or suffix options. The main thing is you need around 200 jeweler orbs to get this to a 6 Socket. This weapon does not have to be linked at all, the six support gems will still apply to fire burst (burning damage, efficacy, immolate, ignite prolif, swift affliction, deadly ailments).

Drafted lvl 80 skill tree only POB - https://pastebin.com/8AXekhac. This is to demonstrate the ignite DPS being able to get up there on just basic skill allocations and leveled gems while focusing on life and block. Still lot more optimization possible and better ascendancy as elementalist.
This build is for you to get past "league starter regret phase" and start making some currency, makes chaos recipe and atlas map farming a breeze, and will get you to 5 exalts in no time so you can change your build without committing too much currency to your mapper.
Pro tips - CWDT gems all stay lvl 1, all skill gems have to be below "required lvl 38" so pay attention when leveling your gems, all support gems can be lvl 20.
Easy upgrades will be - Inpulsas (10C) at lvl 68, better fireburst staff, as much life/res from boots belt amulet. lvls or quality on support gems
Last thing. Malachais helm says no life can be reserved and essence worm unset ring gives you one free aura for your herald of thunder.
Edit: Another user pointed out I forgot to grab Life Recoup skills near the top, Those are important to help mitigate the self inflicted damage.
