Build stacks non-damaging ailment damage from Glacial Hammer gem (every third strike freezes at 390% more dmg), new Painseeker gloves (freeze/shock at 200% more damage) and other gear, getting shock and freeze chance from tree, flask, and gear (since crits do not guarantee ailment proc via Painseeker). Yoke of Suffering gives ele dmg shock. Inpulsa's chains off of HoI chance to shock.
Ailment thresholds for larger enemies were lowered in 3.9. I did not calculate the shock and freeze numbers, but they should be pretty high! Note: Conquerors, Sirus, Shaper, and more can not be frozen.
