I have iterated on the build original proposed by /u/Titanium170 after many conversations with people pinging me on the character. Collectively, the build has seen some improvements to clearspeed and durability.

• Vortex on left-click plus Winterweave gives consistent 25-30% self chill. While Call of the Void would also solve this problem, freeing up a ring slot to throw Death Rush back in makes us even faster.
• Defiance of Destiny carried through the dense multiple hits that are Breach and Delirium. I solo leveled the build to 100 in delirium maps. Progenesis did help, but I took it off for a while and was still very survivable.
• Blunderbore, Gull, and Atlas nodes give us MASSIVE AoE spread.
• Running RF is simple, but you could go less regen and use Fireball / Arcanist Brand / Detonate Dead.

With this, I added Legion and Expedition and am able to full clear a map in 3.5 minutes.
