This has been my high budget build project for this league. Once I saw the Crucible mods, specially the mutation ones, I knew I wanted to make an attribute stacker and since I've never done Dexterity before I chose that.
In the video I'm doing a bit of setup with Kaom's Gloves and Ralakesh boots just to have rage and frenzy charges maxed at the start for the sake the clip being as fast as possible, but the build does generate these quickly anyway. It can practically use Berserk as seen in the Simulacrum clips thanks to Scion Berserker rage generation rate being much higher than the glove implicit. I also put Elemental Focus in my link so that my Totem is the one applying Chill for Divergent Bonechill. I took a few points out of defense from the setup I use while mapping to get the damage higher, but I wouldn't say I'm really padding this very much, it is a well rounded build that crushes all content. The damage could be pushed a lot higher if you wanted to trade off more defense.
The best part of this build to me is the flexibility with skill choices since most of your damage is generic cold with attacks, though it does slightly skew towards projectiles due to the 1% proj damage per 16 dex mastery, you could still even play things like Flicker Strike with it. Vengeant Cascade is obviously very strong right now, and these 3 skills seem like the best candidates for it to me.
Molten Strike: By farrrr the highest single target damage. With Vengeant every single projectile returns and shotguns. With a bit of Reduced Projectile Speed all of the initial projectiles can land close enough to hit a single target too. In my current setup I get 24 projectile hits from every attack, its very silly.
Frost Blades: My preferred mapping/clearing skill. Unfortunately it wants the opposite of Molten Strike to fully utilize Vengeant, increased projectile speed. 140% will cause it to return in an open area without walls, but if you use the terrain you can get by with a lot less. Even without investing in proj speed it can still be easily swapped in as a clear skill that cleans up packs well. For single target is has the downside of being split between Melee and Projectile damage types, so it doesn't make the most of Snipers Mark, Point Blank, or the Projectile Mastery. But when you have this much damage the speed of its clear is still compelling.
Lightning Strike: If you don't want to have to switch skills and want a balance of Single Target DPS and clear speed LS just works well out of the box. It doesn't need any projectile speed modifiers, it returns easily with Vengeant and you can get its Projectile hit both outgoing and returning. Personally its collision with objects on the ground still bugs me.
Regarding the gear and budget, I'd estimate my investment at maybe somewhere around 500div(?), but I managed to make some of my items for far less than they're worth, particually my Claw. I started playing this as my second character of the league from a budget of about 20div, and built it all the way up from there. There are still some things I need to work on, like my amulet is scuffed and needs to be re-crafted.
