Disclaimer! Do not league-start with CoC builds if you don't know what you are doing. If you want to learn about CoC builds then make one as your 2nd character.
I've posted my Spectral Throw CoC build recently and got a bunch of questions on if and how to league-start it and what Ascendancies are viable for it. To answer all of those questions I created templates with what I think might be decent setups.
Following is a list of parameters that each template follows:

So here are the templates:
(These are not full builds, don't expect to see actual dps. Their purpose is to show what it takes to make ST CoC functional, nothing more.)
Assassin:

Simplest one since reaching crit cap is very easy and it leaves a lot of room for everything else. Might even skip Diamond Flask completely. This is by far the easiest Ascendancy for starting CoC, but I think it's ceiling is lower when using endgame gear.
Ascendant:
PoB: https://pastebin.com/uJuTnDd8
Also pretty simple one. When using "Assassin" ascendancy might also be able to skip Diamond Flask. Early access to Life and Crit masteries is pretty good.
Deadeye:
PoB: https://pastebin.com/EvBAUikz
Deadeye will struggle a bit with Crit and has to take "Power Charge on Crit" for Charge generation at the start. Deadeye's scaling will overtake some other Ascendancies later on, but early game will be much bigger struggle due to it's ascendancy not solving any issues related to CoC.
Occultist:
PoB: https://pastebin.com/zJhTZAqS
Occultist is the only template that uses Claws instead of Swords because Swords cluster is too far. Accuracy and attack speed are the biggest issues here. On the other hand mana regeneration is very good and easy access to Power Charges helps with Crit early.
