[POE 3.18] Movement Speed Optimization, DEADEye Tornado Shot

In the last video, I tested movement speed

I decided to raise the DPS and lower the moving speed a little SO Average movement speed = 290% it's deadeye

I'm playing heist in this POB state

can do T16 mapping can not do uber boss
