Seen a lot of Frostblink builds posted recently so figured I'd post my abomination. Inquisitor CoC Frostblink + Asenath's Frostblink used mainly for speedy map clear and as a way to induce the biggest headaches to myself as possible.

General idea:

1. Wintry blast version of frostblink has no CD, meaning we can abuse asenath's and CoC.
2. Badge/power charge stacking tech to get a lot of CDR (probably way too much, not optimized yet, probably drop annoint for dmg per frenzy annoint).
3. Tincture guarantees 26.75% chill on enemies with my attacks + fast attacking + fast coc'ing = chill always up and consumed by asenaths frostblink and coc frostblink.
4. EB/MoM to handle the costs, bunch of auras for defense/regen, evasion based (squeezing in some spell suppression as I level more).
5. Shoot bow -> chill enemies in area -> frostblink from asenath triggers on enemies -> bow attack crits -> frostblink from CoC triggers. Generally you go in the direction you want because the asenaths blink goes forward every single time, but the CoC blink may take you.. everywhere else for a bit.
6. Susceptible to poison damage but fixable, shock immune, ignite pantheon, lot of regen from inquis (you are stationary while frostblinking so consecrated ground is always active.)
7. Higher damage version is grabbing battlemage and dropping quill rain. Can weapon swap to this and use quill rain for mapping if desired. Onslaught flask + effect from tincture +frenzies means its always up and gives loads of aspeed so even non-quill rain feels fine.
8. That Which Was Taken is used to increase charge uptime for stuff like harvest, a bunch of area, and more regen (which applies to ES). By no mean necesscary but theres a ton of those that are viable for this.
9. buy stock in Excedrin because holy shit does this hurt the head after a while.

This is by no means 100% optimized but i've been loving it since I got the tech working wtih the guaranteed chill tincture but will probably follow up with a more fleshed out build once pob has the gem working. Lot of options with fb/ff and higher EHP but for now it does the job.

Budget wise, baseline can be done in like 2div? but plenty of upgrades you can grab. Currently most expensive thing was the TWWT jewel but tincture/asenaths/badge are the only other mandatory thing on this. Inspired by the deadeye LW version last league and mathil's old bow coc inquis builds.
