Toxic Rain pathfinder is probably the most budget friendly build for Path of Exile. It's a great league start build or a second build and it's especially good for the Halls of the Dead.
Overall I've spent about 50c on the build and it works great. I've included a full dealthless run at the end so you can see just how easy it is.
