NOTE: All of the item/skill snapshots through the campaign are what I had in my test run at the time of the snapshot. You do NOT need or even want items exactly like these.
The most important thing is to have items with the right sockets, then the right resistances, then life, and then other defences.
You'll want either a +1 cold wand or scepter. Ideally a +1 cold wand or shield too.
And movespeed boots.
That's what you really care about through the campaign.
Campaign:
mule ranger for momentum support
2b1g frostbolt + volley + arcane surge
2 mana flasks for brutus
Grab flame wall and holy flame totem. Also grab frost bomb and frostbolt and increased critical strikes
level inc crit in offhand
Look for +1 cold wand/shield and MS boots
Swap to creeping frost at caverns of wrath waypoint
act 2
grab cold snap and herald of ice after chamber of sins
swap creeping frost for cold snap
grab power charge on crit x2 and inc crit damage and level in offhand
2b1r cold snap + cruelty + controlled destruction
2b1g frostbolt + volley + arcane surge will be your other skill
On bosses/tanky enemies, use frost bomb, then cold snap and then spam frostbolt on em
for clear, use frostblink or frostbolt or cold snap, or whatever your heart desires.
Act 3

Ele Weakness (or ask a friend for assassin's mark)
level ele weakness and zealotry in offhand
Wait until you get spell echo in Act 4 before doing the first lab
set up 4 link when you get cold snap of power:
cold snap of power + inc crit strikes + power charge on crit + spell echo
use creeping frost or frostbolt + volley + power charge on crit as a second skill
the point of this is to generate power charges with a secondary skill if you run out and can't cast cold snap any more. Also we get bonechill in act 4, which pairs well with CF
This is less important if you have assassin's mark. But it's not a witch gem in the acts, so you either need to wait until act 6 or ask a friend to buy one for you

look for a 4b item for the arcanist brand setup.
Should be arcanist brand + frost bomb + ele weakness (or assassin's mark if you have that. It is much better for bosses and helps sustain power charges) + frostbite. Make sure you have whispers of doom for double curse by this point as well.
Lightning golem is nice for mana sustain. Stays alive pretty well in the acts and early maps
grab spell echo and link to cold snap of power
if you don't like spell echo, keep using arcane surge and level spell echo in offhand
grab bonechill and link to creeping frost. Help your boss dps a bit.
Act 5
Should be able to get the mana mastery here so you can run zealotry + clarity + herald of ice. Don't level clarity higher than you need to for mana sustain
Rest of the campaign is more of the same. No major changes.

ENDGAME VARIANTS:
These are also just examples. There is a fair amount of mixing and matching you can do. EIther you lean into more power charges for badge of the brotherhood to also get more frenzy charges, or you lean into more spell levels.
In the spell level stacking variant, you need enlighten level 4 to fit in tempest shield. Or 2 level 3 enlightens. Or when you get a demon crown, you can just use 1 level 4 in the chest for all the auras
Using a shield is much tankier on a budget. You can also just use 1 foulborn void battery, but the damage is much lower. You'll likely need a synth power charge shield to make up for the dps loss, and at that point, you might as well go the tulborn route instead.
I'm guessing the more expensive route will be double void battery. And that is my preferred route, since the playstyle feels excellent, and the damage will scale much higher.
Also, my ES is really really low in the 2nd variant, since these are just example items. You can get waaaay more than this with actual defensive stats on gear.
FRENZY CHARGE NOTES:
You have a few ways to generate frenzy charges on the frenzy charge variant with badge of the brotherhood.
Early on, we'll use vaal cold snap and ice bite for frenzy.
Eventually we'll get frenzy ralakesh boots.
We'll also get a dominus timeless jewel for the inner conviction keystone. This will turn frenzy charge generation into power charge generation, further letting us sustain power charges for our main skill.
When you get an archdemon crown, you have 3 choices.
1. Imbue with power charge on crit so you can link ice bite support. Essentially creating a 9 link. You'll continue using ice bite and vaal cold snap for frenzy charges
Downside to this, is you won't have frenzy charges for most points in boss arenas. But mapping and content where you kill mobs will be just fine.
2. Use frenzy charge ralakesh boots
You get less from your boots. You can get some sick rare boots. But this is ez and stable and you'll always have frenzy charges no matter what. Great if you're planning on bossing or don't wanna worry about it.
3. Take the L and just use vaal cold snap for frenzies.
This isn't a terrible option, at least for mapping. It comes off cooldown quite fast. But you won't have max frenzies all the time, since frostblink(s) will sometimes eat your frenzy charges slowly. So your dps won't actually be quite as high as it says in PoB. Which again, shouldn't matter in most mapping scenarios.
Also you have another button you gotta press every 25 seconds or so. That's the worst part.
Once more, i note that you do NOT need to go frenzy charge stacking. That's just my plan for this league. Replica dragonfang or a well crafted focused ammy can be just as good (better in the case of the focused amulet) than badge of the brotherhood in the end game.

MAP MODS TO AVOID:
Ele reflect. You can do this if you take the elemental master and minor pantheon for reflect immune
Cannot regen. You can do this if you bring a mana flask.
Less recovery of ES. This one is just painful. If you play around es recharge, then it's possible.
Monster steal charges. You can also do this. But it's really annoying.
In the GG version of the build, you'll also want to avoid less effect of auras, since we regen all our mana from clarity
FLASKS:
My flasks are junk The flask type is alright. But get whatever flasks you want. No need to copy mine.
BONECHILL SUPPORT
This is an OP way of getting more damage. If you hit stuff with normal frostblink or vaal cold snap first, you'll do a lot more damage.
FROSTBLINK
I kept normal frostblink as well as frostblink of wintry blast for moving. You can cast both of these at the same time, or close to the same time, to travel really far.
If you cast FBOWB first, then in between it and the echo you can normal frostblink, it'll reset the cast animation for the echo, making you go three hops in basically the time of 1. Zoom Zoom.
Pain points on the build:
There are some mods and mobs that steal your charges. This makes you unable to cast immediately after being hit. This is much less annoying in the late game of the build when you one shot pretty much all the rare mobs, but it is a problem up until then. Not a huge problem, but is annoying. Could be mitigated with an evasion/es defensive setup

early campaign is a bit rough. Smooths out around the end of act 4.
Dual wielding and using armour/ES makes it hard to get a lot of ES.
Normally you'd solve that with a pog helmet, but the 8 link helmet is just too good.
So the defenses aren't crazy, like I usually make em. But still decent. Very decent in the GG version of the build.
You can get a lot more DPS if you drop assassin's mark for ele weakness. And when I drop the curse on hit ring, I'll plan on taking bane to double curse.
however.
In boss arenas sometimes the RNG absolutely smokes you and you don't generate any power charges for the first few casts of cold snap. Which is really annoying. This only happens in boss arenas though. So the thing to do there would be to take assassin's mark into the boss arena.
I've found that casting frostshield to get a decent amount of flat crit in boss arenas helps to generate power charges better. And it's just 1 gem socket, which we have quite a few open on this build
Once you have 4+ power charges, this isn't really any issue. It's just ramping up that's a problem
If you're not doing the void battery version of the build, then it would probably be worth it to nab some power charge ralakesh boots so you don't have this problem, if you're planning on bossing much.
