Bricked a Queens Decree with 50% minion CDR node. Then transferred that to the base. If the unique doesn't brick transfer to a fresh unique w/ primordial remnants and try again (this took me 3 tries).

Note: Too lazy to perfect implicits on gloves and boots. NOT AILMENT IMMUNE this is by choice and I hope you are pro-choice, (crafted ailment on chest + perfect boots gets me there but that messes w/ Bloodnotch shenanigans) so I am comfortably ailment avoidant. 1% off perfect attkspeed/cdr ratio, if sword was 8% qual and had the attk speed harvest enchant that would make it perfect, but eh its only 300k ish dps.

Less duration works with Holy Relic POB doesnt show it so PCoC is used as a place holder. Its roughly same multiplier
