In 3.20 Hexblast will have slightly higher base damage and a 100% more multiplier against cursed enemies.
The downside is that Hexblast will now have a 1 second cast time.
By using mines I can get around the slow cast time. This was a test to see how the mechanics work. The automatic targeting and huge AoE feels nice to play.
It seems that mine throwing speed is very important for the build to feel good.
Hexblast has unique scaling because of the "Chaos Damage with Hits is Resisted by lowest Resistance instead".
Which means you can reduce resists with Frostbite and Elemental Weakness (both buffed), and still use the huge damage multiplier from Wither.
Even elemental penetration works.
I will league start this with Stormblast Mine and OOS until Act 6 where I will swap to Hexblast + Frostbite Blasphemy.
Traps also work but only if you have a source of curse on hit. This is because when you throw multiple traps and they all trigger at the same time, the blasphemy curse will be removed and won't be applied until the next frame/server tick.
I made a glass cannon reverse chill PoB Warrior setup for 3.20 and adjusted the numbers to the patch notes

Damage look good but I will adjust it for better defense
