You must take "perfect agony" keystone and reroll it into something else. Be mindful that your ice spear must cost at least 1 mana to activate inspiration. To check this, put ice spear in your skill bar and hover over it to see it's mana cost. For even MORE damage, you can get a heatshiver with +1 power charge and ice spear enchant.
