Proof of concept - CaptainLance's bugdet CoC FRoSS. My gear is around 20 div. You can start around 10 but you won't be able to farm t17. Char lvl and gem lvls are important so farm lower tier content. I don't even have all the pieces he mentioned in video + average merc with only half of the gear. Price of every piece of gear went x3-10 because of the video but you still can start on low budget.
