[3.21] 39 Charge Discharge Slayer - 30+ Mil Average Hit - Build Guide (Non-Ralakesh)

In this video, I showcase my 39 Charge Discharge Slayer build I recently created and it has turned into the strongest build I have created this league. This build is different than other Discharge Slayer builds because it has a lot of defensive investment and it doesn't rely on the bugged interaction with Ralakesh's Impatience to sustain charges, thus if this bug gets fixed, the build will continue to be playable in future leagues.
