True league start - Dual Sword Cyclone Berserker

My goal is to make a true league start build that is cheap to get up and rolling and can make reasonable gains over time in both defense and DPS. Several leagues past I enjoyed the Dual Ahn's Might / no Frenzy charge style but wanted to see if I could get modern day DPS out of it budget wise (which in my mind is 1mil DPS against a boss physical)

The final goal would be easily running yellow to low tier red maps for farming.
