One Thing i forgot to mention - Pierce is HIGHLY inferior to Chain. If you think about the path a projectile can take, Maybe 1 to 2 pierces could be beneficial and improving this even more. I believe more is COUNTERPRODUCTIVE. Also keep in mind that with Fledgeling we already have pierce at close range.
