Overview
Accessible Winter Orb Occultist Blaster build for next Leaguestart is a Path of Exile Occultist build by FoxXy440, made for the Necropolis league (3.24). It is centered on Winter Orb and plays as a cold, intelligence, spell, channelling archetype. In Path of Building it reaches 364.79K DPS with 25.26K effective HP, 1.26K life, 2.06K energy shield. Suited for: Mapping. Key uniques include Bitterdream, Replica Soul Tether, Badge of the Brotherhood, Mark of Submission, Light of Lunaris.

Hello guys!
After my quite unsuccessful build guide on this sub (Chaos explosive trap trickster) I'm here to present my (sort of) buildguide for Winter Orb Occultist using cheap and accessible uniques to turbocharge your road to the first 2 voidstones and maybe even further. I killed both Eater and Exarch with it but the tree was a bit different (220k pob dps).
First of all, I would like to thank aer0 (#1 Wo quide, #2 Wo guide) and DoctorYoy (His Winter Orb Guide). The first one mentioned made me remember the good old times of Winter Orb blasting back in synthesis(?). It was so strong that you could play it on a freaking Gladiator and keep slaying monsters left and right. The latter gave me a deeper understanding of the skill and honestly what to avoid but I have to say that his note's section is quite impressive and told me quite a lot about the build in general.
Why should anyone want to play Winter Orb instead of let's say … Blade Vortex? Well there are a few reasons:
- Winter Orb is a freaking sentry that's sitting on top of your character which makes the clear substantially better than BV where you are limited by your MS and the AoE on BV.
- Winter Orb doesn't make that weird "zzzzzz" sound unlike BV (rotation of the BV blades = ugly sounds)
- When doing single-target dmg, you can (and should!) stay at range while with BV you have to stand right next to the boss.
Now lets look at the pros of the build:
- Amazing clearspeed on a low budget -->All of the uniques used in the PoB are quite inexpensive on leaguestart (not looking at you Badge lol)
- You don't have to aim
- It can kill Eater and Exarch for the 2 voidstones quite easily.
- No clusters
- Dirt cheap version of Winter Orb that allows you to eventually scale into the moon
- Freeze proliferation
- EXPLODY
Now the cons:

Don't get hit playstyle --> Even though we have 86% evade with jade flask and 95 with Wind Dancer up I still wouldn't recommend tanking more than 2-3 hits.

DOTs --> The build has CB immunity thru life flask, Poison immunity thru mana flask and 60% less duration of ignites they destroy the build. One option could be adding regen, but idk if it's that necessary.

Phys mitigation --> No real phys mitigation, except 30% block, maybe 3 endurance charges. PoB shows that adding a Granite flask witht %armour would be about 50% increase of EHP but IDK.

Evasion VS. Armour --> I like the combination of Dread Banner+Generosity, Blind and Wind Dancer to hit the 95% evade cap. Dont know cheap way to scale armour for mapping besides -phys from attacks, which would require different uniques and an annoint (Persistance poewiki).
No recoup -->On one hand Recoup is quite good for PB but I thought that the character shouldn't get hit. If you get hit, you will most likely be dead and that disables recoup LOL. But on the other hand life recoup works even if you get hit into your ES making it quite effective. There just weren't enough points in the pob :D
Low life VS. Full life --> This one is simple. Going LL with PB gives the same EHP against hits but allows the build to get 30% more dmg and more auras.
Frostbite VS. Other Curses --> Once I would get enough dmg elsewhere, I would drop Frostbite for Enfeeble.
Sniper's Mark VS Assassin's Mark --> The build uses both, Sniper's before going crit and Assassin's after swapping to crit. Sniper's doesn't make Winter orb split so Assasin's is just better before getting crit capped
Interesting uniques that could be used in the build:

Painseeker, Southbound --> Southbound gives 14% increased Life which is quite handy but the other attack mods kinda suck. Painseeker on the other hand gives 150% more effect of ailments which makes you be able to freeze almost everything.

Mutewind Whispersteps --> Good early game boots if you don't need resistances.

Replica Hyrri's Truth --> Ton of dex, Crit multi and hatred mana reservation. All usefull stats

Replica Karui Ward --> more AoE = more dmg, also helps with reaching the 2.3m breakpoint (that's what Aer0 said is the breakpoint, don't scream at me.)

Shavronne's Revelation --> flat 800 ES + Mana regen. All stats the build needs.

Death Rush --> Straight up 20% more dmg, 25% cast speed, MS, AS and 10% pdr? That's my ring!! (quite expensive on leaguestart)

Heatshiver --> about 12% more dmg if you have 30% chill on mods, about 28% more dmg if you can freeze them but using it would make you have to get MRE somewhere else which could be a problem.

Surgebinders --> Good dmg gloves (about 12%) once you get badge. Using them forces you to drop the rare gloves with %cold leech and freeze proliferation. Don't think that it's worth it.
Interesting Tech:

Frost Shield - Never knew how OP this skill really is. The skill summons a sort of frost bubble that makes you lose 730 ES and after 1s you have a shield that gives you 3.6k shield and 1.52% base crit.

Badge + Smoke mine, automate and increased duration -> Link detonate mines to Automate, link Smoke mine with Inc duration. Now Smoke mine is an instant travel skill similar in range to Frostblink but with 20/20 gives you 50% MS for 2 seconds after detonating. Quite strong for running builds.
